Elenco's SP-1A has taught soldering in classrooms for years. You assemble a working electronic project while a clear manual walks you through every joint.
Elenco has been the default classroom soldering kit for a reason: the manual is clear, the project works when you finish, and it costs very little. It will not teach you surface-mount work, but for learning to make a clean, reliable through-hole joint there is no safer first purchase.

Work through the manual in order rather than skipping to the assembly diagram — the early pages explain joint quality, which is the part most beginners get wrong. Bend the component leads before inserting so parts sit flush, solder one joint, then stop and compare it with the manual photo of a good joint. Trim leads only after the solder has cooled, and keep the offcuts: they make excellent material for testing your iron temperature.
Students, classrooms, and anyone who wants a proven, low-cost starting point.
Costs more but finishes as three reprogrammable gadgets, which keeps learners engaged for longer than a single project.
Even cheaper and has no finished device to ruin, so you can solder and desolder the same joints repeatedly.
