It is the safest way to power a project you have just built. By setting a current limit, a short circuit or reversed part draws only the current you allowed instead of whatever a battery or adapter can deliver, which protects both the components and you.
What size bench power supply should a hobbyist buy?

Switching or linear bench power supply?
